A raise near three and a half percent lands on top of a check that a rising Medicare premium already takes a bite out of before it hits the bank. And a bigger cost-of-living figure this year can push more of a benefit into taxable range, because the income thresholds that decide how much of a check is taxed have not moved in decades.
