The National Federation of Independent Business said its small-business optimism index rose to 99.8 in July, up more than two points and its best reading in nearly a year. When the owner of the corner store and the two-truck plumbing outfit start to feel better, it tends to show up soon after as a new hire or a bigger order. The caution is that confidence is not cash flow. Those same owners still borrow at rates that have barely budged, and a good mood does not pay a supplier. Even so, after a jittery few weeks, a little optimism from the people who sign the front of a paycheck is worth noticing.From WashingtonThis morning's inflation number is the one to watchAt 8:30 Eastern this morning, after this note reaches you, the government releases [the July Consumer Price Index](https://www.bls.gov/cpi/?ref=keep-and-grow.ghost.io). Forecasters expect prices rose about 3.4 percent over the year, a hair below June's 3.5 percent, with the core rate easing to roughly 2.5 percent.The line to watch is not the headline, it is shelter and everyday services, the sticky parts that have kept inflation from cooling faster. A soft reading there would hand the Fed room to cut rates this fall, which would slowly ease mortgages and card balances. A hot one keeps that door shut. Both are real, and if I had to bet on which one tells you more about the year ahead, I would lean toward the shopkeepers.There is a reason for that. The owner of a small business lives on the small levers I keep coming back to: watch the costs, hold a little cash, do not borrow past what the month can carry. You run an operation like that too, even if you have never called it one. Your household is the smallest enterprise in the country, and it answers to the same rules.
